Yeditepe \u00dcniversitesi M\u00fchendislik Fak\u00fcltesi \u0130n\u015faat M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc taraf\u0131ndan d\u00fczenlenen \u2018Orman Yang\u0131nlar\u0131 Sonras\u0131ndaki Afet Riskleri ve Ekolojik Etkileri\u2019 konulu webinar, orman m\u00fchendisli\u011fi, in\u015faat m\u00fchendisli\u011fi ve jeodezi m\u00fchendisli\u011fi gibi alanlardan \u00e7ok say\u0131da uzman\u0131 bir araya getirdi.<\/p>\n<p>A\u00e7\u0131l\u0131\u015f konu\u015fmas\u0131n\u0131 Yeditepe \u00dcniversitesi Rekt\u00f6r\u00fc Prof. Dr. Canan Aykut Bing\u00f6l\u2019\u00fcn yapt\u0131\u011f\u0131 webinarda ya\u015fanan yang\u0131n sonras\u0131 olas\u0131 ikincil afet riskleri ile gelecekte ya\u015fanabilecek orman yang\u0131nlar\u0131n\u0131n kontrol edilebilmesi i\u00e7in al\u0131nmas\u0131 gereken \u00f6nlemler ele al\u0131nd\u0131. Webinarda, \u00fcniversitenin haz\u0131rlad\u0131\u011f\u0131 \u20182021 Orman Yang\u0131nlar\u0131 ve \u0130li\u015fkili Afet Riskleri i\u00e7in \u00d6neriler\u2019 ba\u015fl\u0131kl\u0131 teknik \u00f6n rapor da sunuldu.<\/p>\n<p><strong>\u201cDAHA SIK G\u00d6RECE\u011e\u0130Z\u201d<\/strong><\/p>\n<p>Webinarda konu\u015fan Karadeniz Teknik \u00dcniversitesi Orman M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc \u00f6\u011fretim \u00fcyesi Prof. Dr. Ertu\u011frul Bilgili, 2021 y\u0131l\u0131nda ya\u015fad\u0131\u011f\u0131m\u0131z \u2018mega yang\u0131nlar\u2019\u0131n en \u00f6nemli nedeninin ola\u011fan d\u0131\u015f\u0131 hava ko\u015fullar\u0131 nedeniyle kuruyan orman zeminindeki yan\u0131c\u0131 maddeler ve y\u00fcksek h\u0131zl\u0131 r\u00fczgar oldu\u011funu s\u00f6yledi. Yan\u0131c\u0131 madde neminin y\u00fczde 7\u2019nin alt\u0131nda ve r\u00fczg\u00e2r h\u0131z\u0131n\u0131n 20-25 km\/saat \u00fczerinde oldu\u011fu durumlarda, yang\u0131nlara m\u00fcdahalenin m\u00fcmk\u00fcn olamayaca\u011f\u0131n\u0131n alt\u0131n\u0131 \u00e7izen Bilgili, bu durumlarda m\u00fcdahalenin potansiyel yang\u0131n davran\u0131\u015f\u0131 hesaplanarak belirlenmesi gerekti\u011fini belirtti.<\/p>\n<p>Bilgili, \u201cHava halleri uygun hale gelinceye kadar, sadece can ve mal kay\u0131plar\u0131n\u0131 engellemeye y\u00f6nelik \u00e7al\u0131\u015fmalarla, yang\u0131n\u0131n kenarlara do\u011fru ilerlemesini engellemeye y\u00f6nelik kenardan yakma uygulamalar\u0131 olmal\u0131\u201d dedi. K\u00fcresel iklim de\u011fi\u015fimi nedeniyle 2021 y\u0131l\u0131nda ya\u015fad\u0131\u011f\u0131m\u0131z yang\u0131nlar\u0131 daha s\u0131k ve farkl\u0131 b\u00f6lgelerde g\u00f6rmeye ba\u015flayaca\u011f\u0131m\u0131z\u0131 ifade eden Bilgili, \u201cYang\u0131n Eylem Planlar\u0131\u2019n\u0131n haz\u0131rlanmas\u0131 ve uygulanmas\u0131 son derece \u00f6nemli\u201d ifadelerini kulland\u0131.<\/p>\n<p>Kastamonu \u00dcniversitesi Orman M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc \u00f6\u011fretim \u00fcyesi Prof. Dr. \u00d6mer K\u00fc\u00e7\u00fck de \u201c\u0130klim senaryolar\u0131na y\u00f6nelik planlar\u0131n olu\u015fturulmas\u0131na ihtiya\u00e7 vard\u0131r. Yang\u0131n amirinin elinde bir \u2018Yang\u0131n Y\u00f6netim Plan\u0131\u2019 dok\u00fcman\u0131 olmas\u0131 ve yang\u0131n sezonu sonunda eksiklerin tespit edilerek giderilmesi gerekir\u201d diye konu\u015ftu.<\/p>\n<p><strong>\u201cYANGIN EV\u0130M\u0130N 150 METRE YAKININA GELD\u0130\u201d<\/strong><\/p>\n<p>Yang\u0131n\u0131n evinin 150 metre yak\u0131n\u0131na kadar geldi\u011fini anlatan Yeditepe \u00dcniversitesi \u0130n\u015faat M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc \u00f6\u011fretim g\u00f6revlisi Dr. Sel\u00e7uk \u0130z ise suya eri\u015fim konusunda ya\u015fanan s\u0131k\u0131nt\u0131lar nedeniyle yang\u0131n\u0131n b\u00fcy\u00fcmesine engel olunamad\u0131\u011f\u0131n\u0131 ifade ederek, \u015funlar\u0131 kaydetti:<\/p>\n<p>\u201cK\u00f6ylerde hidrant sistemine, yang\u0131n havuzlar\u0131na ve depolara; yang\u0131n g\u00f6letlerinden suyun daha h\u0131zl\u0131 al\u0131nmas\u0131n\u0131 sa\u011flayacak su alma a\u011f\u0131zlar\u0131na ve ara\u00e7lar\u0131n arkas\u0131na kolayca tak\u0131labilen gezici su depolar\u0131na ihtiya\u00e7 vard\u0131r. Dr. Hakk\u0131 \u00d6zhan da, yang\u0131n s\u0131ras\u0131nda toprak s\u0131cakl\u0131\u011f\u0131n\u0131n 300 dereceye kadar \u00e7\u0131kabildi\u011fini ve g\u00fcne\u015f \u0131\u015f\u0131nlar\u0131n\u0131n da etkisiyle toprakta nemin azald\u0131\u011f\u0131n\u0131 anlatarak a\u011fa\u00e7 k\u00f6klerinin de yok olmas\u0131yla heyelan riskinin artt\u0131\u011f\u0131n\u0131 kaydetti. \u00d6zhan, \u201cOrman yang\u0131nlar\u0131nda yama\u00e7larda yo\u011funla\u015fan k\u00fcl ve bitki art\u0131klar\u0131 zemin g\u00f6zeneklerini t\u0131kayabilir ve ya\u011fmur sular\u0131n\u0131n y\u00fczeyde birikmesiyle heyelan olu\u015fumu tetiklenir. Heyelan riski e\u011fimli arazilerin civar\u0131ndaki yerle\u015fim yerleri, yollar, t\u00fcneller ve benzeri yap\u0131lar i\u00e7in risk yaratabilir. Dr. Mira\u00e7 Ayd\u0131n ise orman yang\u0131nlar\u0131 sonras\u0131nda olu\u015fan k\u00fcl\u00fcn ya\u011f\u0131\u015f suyunun toprak taraf\u0131ndan emilimini azaltmas\u0131 sebebiyle barajlar\u0131n da kirlendi\u011fini ve tortular nedeniyle yerle\u015fim yerlerini etkileyen ta\u015fk\u0131nlar ya\u015fanabildi\u011fini vurgulad\u0131. \u0130stanbul Teknik \u00dcniversitesi Geomatik M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc \u00f6\u011fretim \u00fcyesi Prof. Dr. Nebiye Musao\u011flu ise uydu verileri kullan\u0131larak orman yang\u0131nlar\u0131 \u00f6ncesinde orman bozunumu, \u015fehirle\u015fme bask\u0131s\u0131, etkilenebilirlik analizleri yap\u0131larak risklerin tespit edilebilece\u011fini belirtti.<\/p>\n<p><strong>K\u00dc\u00c7\u00dcK \u0130\u015eLETMELER \u0130\u00c7\u0130N 33 M\u0130LYON TL YATIRIM \u00d6NER\u0130S\u0130<\/strong><\/p>\n<p>Karab\u00fck \u00dcniversitesi Orman M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc \u00f6\u011fretim \u00fcyesi Do\u00e7. Dr. Ufuk Co\u015fgun ise ormanc\u0131l\u0131k politikas\u0131 ve ekonomisi a\u00e7\u0131s\u0131ndan yang\u0131nlar\u0131 de\u011ferlendirdi. Manavgat\u2019ta hayvanc\u0131l\u0131kla ge\u00e7inen k\u00fc\u00e7\u00fck i\u015fletmeler i\u00e7in y\u0131lda 33 milyon TL yat\u0131r\u0131m ile yar\u0131 kapal\u0131 otlatma tesisleri kurulabilece\u011fini ifade eden Co\u015fgun, yang\u0131nda g\u00f6rev alan g\u00f6n\u00fcll\u00fclerin \u00f6zl\u00fck haklar\u0131n\u0131n d\u00fczenlenmesi, kaybedilenlerin yak\u0131nlar\u0131na \u015fehitlik ayl\u0131\u011f\u0131 ba\u011flanmas\u0131 gibi uygulamalara ihtiya\u00e7 oldu\u011funu s\u00f6yledi.<\/p>\n<p>\u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131 Afet ve Acil Durum Y\u00f6netimi Ba\u015fkanl\u0131\u011f\u0131 (AFAD), \u0130stanbul \u0130l Afet ve Acil Durum M\u00fcd\u00fcr\u00fc G\u00f6khan Y\u0131lmaz da AFAD\u2019\u0131n afetlere haz\u0131rl\u0131k ve m\u00fcdahale bak\u0131m\u0131ndan tek otorite oldu\u011funu belirterek \u00f6nlem, koordinasyon ve m\u00fcdahale planlar\u0131n\u0131 i\u00e7eren T\u00fcrkiye Afet M\u00fcdahale Plan\u0131\u2019n\u0131n 2014\u2019te haz\u0131rland\u0131\u011f\u0131n\u0131 ve onayland\u0131\u011f\u0131n\u0131 s\u00f6yledi. Y\u0131lmaz, yerel d\u00fczeyde organizasyon ve koordinasyon i\u00e7in detayl\u0131 i\u015f ak\u0131\u015flar\u0131n\u0131n olu\u015fturulmas\u0131 \u00e7al\u0131\u015fmalar\u0131n\u0131n devam etti\u011fini dile getirdi.<\/p>\n<p><strong>VAH\u015e\u0130 YANGINLAR YAPAY ZEK\u00c2YLA DA \u00d6NLENEB\u0130L\u0130R<\/strong><\/p>\n<p>Amerika\u2019da Georgia Teknoloji Enstit\u00fcs\u00fc \u0130n\u015faat M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc\u2019nde kontroll\u00fc orman yang\u0131nlar\u0131n\u0131n hava kalitesine etkileri konusunda 14 y\u0131ld\u0131r ara\u015ft\u0131rmalar\u0131n\u0131 s\u00fcrd\u00fcren Dr. Talat Odman ise kontroll\u00fc yang\u0131nlar olu\u015fturularak orman zeminindeki yan\u0131c\u0131 maddelerin WRF yapay zek\u00e2 modeli ile planlanarak temizlendi\u011fini anlatt\u0131. Bunun do\u011fal yang\u0131nlar sebebi ile olu\u015fan hava kirlili\u011finden biraz daha zehirli olabilece\u011finin tespit edildi\u011fini ifade eden Odman, \u201cD\u00fc\u015f\u00fck yo\u011funluklu yang\u0131nlar\u0131n orman ekolojisine olumlu etkileri de bulunuyor.
